Unfortunately he will never fall from grace. He could bankrupt every single one of his businesses, and lose 99% of his money, and he would still be wealthy beyond belief.
Whenever I read about ceos making mass cuts across so many jobs, without a single thought for the individual person, it makes me consider what the ceo would be like if they ran a country.

The company is absolutely salvageable and shouldn't be burned. Despite how much hate Tesla gets because of what Musk deserves, as a company it is still way ahead in energy storage research compared to many other rivals. China had to have CATL and BYD, both massive companies with CCP money being dumped into it, in order to compete against Tesla.
Remember that Musk bought Tesla from a bunch of electrical engineers and the core of that business is still electrical engineering. Pulling those contracts would hurt Tesla but would also hurt Western energy research. Right now we need federal money to roll out an energy grid, something Tesla did single handedly in the beginning.
Lower the value of Tesla and the shareholders will remove Musk. Stop buying cars and keep making bad publicity. That's absolutely fine. What needs to continue is energy storage research and a comprehensive rollout of recharging systems. The government is paying for that rollout and stopping payment would cripple the chances of long range EV travel.
Who says he has misappropriated so far? That's what audits are for and he hates the oversight. As long as he gets fed money he has fed auditors to see how that money is being spent.
Tesla is also the leader in on-site power storage and their solar tiles are the industry leader in customer demand because they look like roof tiles. Tesla is one of the only companies that keeps aesthetics in mind when making consumer home batteries.
Tesla hasn't made a new car model in 8 years and yet are one of the most profitable EV companies out there - because of the non-car stuff it's doing.
